The decision isn’t all that surprising. The CW has been cutting episode counts of various shows for some time now. Granted, some of that was due to the pandemic, but this season it has been a strategic decision.

The Winchesters and Walker Independence are new fall dramas that are performing well for the network. This would usually mean the shows getting back orders, but The CW has made the decision to keep the shows to just 13 episodes. Even The Flash is only getting 13 episodes for its final season. This is certainly strategic since Nexstar took over the majority share of the network.
